INGOLDSBY PARISH COUNCIL MEETING
Minutes of the Ingoldsby Parish Council meeting held on Wednesday 1 October 2025 at 7.30 pm in the Village Hall, Main Street, Ingoldsby
1) WELCOME REMARKS BY THE CHAIR (26/038)
The Chair, Councillor Eldred welcomed Parish Councillors, District Councillor Trotter and one member of the public to the meeting. The Chair stated that there will be a public meeting at Ropsley Village Hall on 4 November 2025 at 10am further to the application to add Ingoldsby Public Footpath 1194, locally known as Askey or Ascoughy Lane, to the Definitive Map. The village litter pick will be held on 25 October 2025 at 9.30am. The Autumn/Winter newsletter is in the process of being delivered and there will be a presentation on 8 October at 7.30pm by the Lincolnshire Resilience Forum about Community Emergency Planning.

5) DECLARATIONS OF PECUNIARY INTEREST & DISPENSATIONS (26/042)
The Chair reported her interests in relation to the Village Hall Committee.
Councillor Nelson reported her interests in relation to the Playing Field Committee, PTA and PTFA.
6) SIGNING OF THE MINUTES (26/043)
Councillor Leigh proposed that the Clerk’s notes of the meeting dated 2 July 2025 are accepted as true and accurate record of that meeting. The proposal was seconded by Councillor Nelson, and the motion was passed by resolution of the Council. Councillor Kenyon abstained from the vote as he was not present at that meeting.
7) GENERAL MATTERS (26/044)
a) District Councillor Trotter asked members about the new bin collection arrangements; she reminded members that missed collections must be reported to SKDC. The change was implemented to improve efficiency. The new food waste bins and caddies will be rolled out in the Spring of 2026. Further information will be issued in due course. SKDC have now submitted their proposals for local government reorganisation. Lincolnshire Police are still in special measures; they have submitted bids for additional funding. Councillor Trotter gave an update about the National Grid’s scheme to run pylons from Grimsby to Walpole; she said that this is a National Project that will ultimately be decided upon by Government.
Another member of the pubic joined the meeting.
b) Policies
i) Finance Reserves Policy
Councillor Leigh proposed that the Finance Reserves Policy is adopted. The proposal was seconded by Councillor Searson, and the motion was passed by resolution of the Council.
c) Gov.uk domain/email address with Cloud Next
The Clerk informed members that there is a new assertion (10) on the AGAR and one of the requirements along with an IT policy and an accessible website is the purchase of a domain name either gov.uk or org.uk from an approved supplier. Services should be free in the first year but thereafter will be charged at £50.00 per year plus VAT for a gov.uk domain name and £149.99 plus VAT per year for the advanced unlimited package for hosting. Councillor reviewed the Home, Advanced and Unlimited packages. Councillor Leigh proposed that the purchase a gov.uk domain name from Cloud Next on the Advanced Unlimited package. The proposal was seconded by Councillor Kenyon, and the motion was passed by resolution of the Council.
d) Deer Warning Signs
Councillor Kenyon proposed that ten ‘deer warning’ signs at a cost of £445.00 plus VAT from DisplayPro plus delivery fees are purchased subject to approval from Rowan Smith, the Highways Manager (West). The proposal was seconded by Councillor Nelson, and the motion was passed by resolution of the Council
e) Speed Indicator Device.
No further updates are available. Enquiries are on-going.
f) Community Emergency Planning, Lincolnshire Resilience Forum.
Members noted that Kimberley Picket, the Community Resilience Officer from the Lincolnshire Resilience Forum will deliver a presentation about Community Emergency Planning on Wednesday 8 October at 7.30pm.
g) Local Government Pay Award 2025.
The Clerk informed members that pay increase further to the Local Government Pay Award in 2024 was not implement. The Clerk’s currently hourly rate is £16.67 which is the 2023 rate for SCP 23. This increased to £17.79 in 2024 and £17.85 in 2025.
Members agreed to honour the pay increase each year further to the Local Government Pay Award each year. Councillor Kenyon proposed that the Clerk is awarded a pay increase in line the Local Government Pay Award 2025. The proposal was seconded by Councillor Leigh and passed by resolution of the Council.
8) HIGHWAYS (26/045)
a) Members of the public are encouraged to report any new faults or existing defects at www.lincolnshire.gov.uk/faultreporting, or email cschighways@lincolnshire.gov.uk or via FixMyStreet. Temporary Traffic Restriction notices will be posted to the Parish Council Facebook page and website.

Members discussed the age of the SID and agreed to set up a new budget head for the 2026/27 financial year to allow funds to accumulate to cover the replacement cost.
e) Councillor Leigh proposed that the bank reconciliation for July through to September 2025 is approved. The proposal was seconded by Councillor Searson, and the motion was passed by resolution of the Council.
f) Members noted the email from PKF Littlejohn dated 21 August 2025 confirming exempt status from audit.
