MEETING OF INGOLDSBY PARISH COUNCIL 

Minutes of the Ingoldsby Annual Parish Council Meeting held on Wednesday 15 May 2024 at 8 pm in the Village Hall, Main Street, Ingoldsby

Public Forum:  

There were four parishioners present. One parishioner made a complaint about the state of the front garden at a property on Rosemary Rise and about a dog from the same property which is allowed to roam freely.  She also made a complaint about the District Council’s grass cutting service. Another parishioner agreed with the comments and added that he had cause to complain to the workmen after their most recent cut as they had left grass cuttings in the road which would ultimately end up in the drains.

1   ELECTION OF CHAIR AND DECLARARTION OF ACCEPTANCE OF OFFICE (24/013)

Councillor Leigh proposed Councillor Eldred as a candidate for the position of Chair.  Councillor Eldred confirmed her candidacy.  The proposal was seconded by Councillor Kenyon and the motion was passed by resolution of the Council.  The Chair duly signed and dated the Declaration of Acceptance of Office. 

2   ELECTION OF VICE CHAIR AND DECLARATION OF ACCEPTANCE OF OFFICE (24/014)

Councillor Leigh proposed Councillor Kenyon as a candidate for the position of Vice-chair. Councillor Kenyon confirmed his candidacy.  The proposal was seconded by Councillor Nelson and the motion was passed by resolution of the Council.  The Vice-chair duly signed and dated the Declaration of Acceptance of Office.

5   APOLOGIES (24/017)

Apologies received from Councillor Lenton. The reasons for her absence were noted and accepted. 

6   DECLARATIONS OF PECUNIARY INTEREST & DISPENSATIONS (24/018)

No reports of pecuniary interests of applications for dispensations in relation to the agenda.  Councillor Eldred reported her interests in relation to the Village Hall Committee.  

Councillor Nelson reported her interests in relation to the Playing Field Committee, PTA and PTFA.

7   SIGNING OF THE MINUTES (24/019)

Members resolved to accept the Clerk’s notes of the Parish Council meeting held on Wednesday 24 April 2024 as a true and accurate record of that meeting.  The minutes were duly signed and dated.

8   GENERAL MATTERS (24/020)

a)   District Council 

Councillor Trotter sent her apologies. 

b)   BT Contract Renewal

The Clerk confirmed that the BT contract for the supply of broadband had been renewed for a period of 24-months per the resolution at the Parish Council meeting in April 2024, minute reference 24/006 c).

c)   Emergency Plan 

Councillor Kenyon confirmed that he had received the email from Phil Swinton in relation to a Community Resilience Plan (Emergency Plan) and would start work on this with the assistance of the Clerk over the Summer. 

9   HIGHWAYS (24/021)

a)       Reports of new or outstanding highways defects and other updates.

Members agreed to add Scotland Lane to the list of areas for the attention at the village walkabout with Rowan Smith, Local Highways Manager (West) for LCC.

e)   Transfer of Funds

Members noted the transfer of £121.05 from the current account to the savings account per the resolution dated 24 April 2024, minute reference 24/010 e). 

f)   Internal Audit

The Clerk informed the meeting that the internal audit had been completed and confirmed all financial matters to be in order. 

Action: Clerk to add the Internal Audit report to the website.  The Chair will arrange to collect the documents from Mr Jackson. 

g)   VAT 126 

The Chair, Councillor Eldred confirmed that the VAT126 form had been mailed to the HMRC by first class recorded delivery. 

h)   External Audit, Certificate of Exemption

The Clerk stated that PKF Littlejohn have confirmed receipt of the Certificate of Exemption.

i)   Members resolved to approve the monthly income and expenditure accounts for May 2024.

j)   Insurance renewal

Members reviewed the three insurance quotes received and resolved to approve renewal for another year with the current provider, Zurich at a cost of £241.00.

The Clerk confirmed that the figure per head of elector for Section 137 is £10.81.
